Help needed to build electronic device for tumble dryer

Hi I don't know if this type of device is already in existence ( I have feeling it does but not as separate unit) Please advise if it is.

The goal is to build a device that can be fitted retrospectively to any make of tumble dryer / washing machine. User will insert a card into the machine to switch machine on and it will allow user to start cycle, without card machine will not work) record number of hours in use, and will have timer to switch off after set amount of time ie after 40 minutes in total machne switches off. Ideally remote access would be a bonus with display screen.

This is not a payment machine as Payment will be made prior to use in the form of prepaid card card at reception

Please can somebody advise where i can get such a unit and if none exists can somebody help me develop or build one
