Transponder rfid reader

Hello,
I am not an electronics person so asking for some help if somebody could assist.
I am looking for somebody to make me a transponder reader,obviously i will pay them.
Why i ask is because i have some transponder glass chips but my current transponder will no identify the type ID83.
I do not mind how basic the item is just so i can be informed if the chip is ID8E or not.
Even if the read out is just YES or NO.
If somebody can help me out i would be very gratefull.
I can supply you with an ID8E chip for test purposes in order to make the item.
Below i have shown the ID8E chip in question.
I am in the uk.
Please advise.
