I warmly recommend Eagle by CadSoft.
They have a free version, it is limited to only 2 copper layers (top and bottom), a max. board dimension of 80x100mm, and schematics no larger than a single sheet. For beginner and hobby use this is quite sufficient. Within these constraints it will do anything the full version does.
It has lots of component libraries included, a built-in scripting language, and so on and so forth. It is well documented and tutorials are available to help you learn to use it.
I have used it for years, couldn't live without it. Many hobbyists use it, and quite a few people post their designs on the web in Eagle format for others to use and modify.
They have Linux and Mac versions too
By the way: this might look like a shameless plug, but I am in no way affiliated with Cadsoft (I don't work for them) - however I think it's pretty cool they make their excellent software freely available for personal use.

+1 for Eagle. Another one worth looking at /trying is DesignSpark PCB from RS components (). Its free and supposedly doesn't have any restrictions. I gather it's been developed in conjunction with Number One Systems who produce the excellent Easy-PC, which should bode well. I've not tried it yet but keep meaning to do so.

I'm having a go at trying DesignSpark. It isn't bad, especially considering the fact that it's free.
However, for the time being I'll stick with Eagle. Switching's a bitch...

@Frank3point14 you've opened up a huge discussion. This is going to be a never ending thread about what software is the best and what isn't. The most important thing is that each and every CAD software is going to have its flaws. What you want is not a software with minimum flaws or maximum options, you need a software that suits your working conditions. For example Eagle has a huge fan base. So many people use Eagle and you'll be able to find help very easily with Eagle. No matter what you're doing, there always will be someone who'll have done this before. On the other hand, it's a bit old and difficult to operate. There are other newer CAD software as well such as DesignSpark which I'll recommend not only because of its extremely easy to use and fun but also because its support is increasing day by day.

It is based upon you how much idea you may gathered by pcb. Then you try to eradicate your project problem. If you have no preference I would recommend CADSoft Eagle. Its free, easy and you can get several tutorials. Others may recommend other CAD software.PCB pricing – that’s well and good, there are plenty of places more expensive than your service.

If you have no preference I would recommend CADSoft Eagle. Its free, easy and you can get several tutorials. Others may recommend other CAD software and always should be good for your work.

I have downloaded the free version eagle and can not find how to open it up to use. I like all the reviews about eagle and would love to try it..
