How to do this?

Say I bought a flashlight or laser, which has predetermined frequency, but I want to make a pattern of flash (number of times per second), free netflix what can I do to make this possible?

Could I connect an lcd to see the current frequency, tech news and a little knob to change frequency pulse of light to the circuit board, android 9 and/or to be able to sweep through frequencies.

Reason I ask this is to trigger optical receivers which are tuned to certain frequencies without its proper transmitter.
